A special administrative region, as according to the 1982 Constitution of the People's Republic of China, is not a city nor a province. Special administrative regions have international presences, and are frequently included in the country category, as long as country is not used synonomously with sovereign state. Putting People's Republic of China in round brackets already acknowledges its status sovereignty. Meanwhile, please kindly don't defame anybody, and, please, no groundless accusation. If you dare to find some time and take a quick glance at the edit history and the talk page of that article, you can tell my position regarding that so-called "organisation" (if it really existed). — Instantnood 05:29, 20 February 2006 (UTC)

[edit] Define criteria

It would be useful to define and state criteria for the inclusion / exclusion of towns and cities, at the top of the article. -Tagishsimon (talk) 14:29, 13 November 2007 (UTC)

I updated all the cities and their coordinates, and I included/deleted many cities that I felt were inappropriate. My criteria were generally this: Always including the capital city of a nation, regardless of size, and including all cities at the center of large urban areas. I used urban areas, or if not available, metropolitan area populations instead of actual city populations because the boundaries of a city itself may not accurately represent the population of entire agglomeration. Furthermore, I tried to make the number of cities included proportional to country size; i.e. included urban areas only over 3 million in China, over 2 million in India, 2 million in the US, 1 million in Canada, etc., so that each country would be represented. Note however, that the number of large cities in a country does not correspond to its population but often reflects its level of urbanisation, so that, for example, the Philippines has fewer large cities than Germany, even though the Philippines is more populated.
