Before liberalism, the executive power was in the hands of the monarch. Usually, since the 1640 restoration of independence, there was a Secretary of the Mercies and Expedient. In the end of the 17th century another secretary of state post was created: Secretary of State of the Signature. On 28 July 1736 a reform instituted three secretaries of state: Secretary of State of the Internal Affairs of the Kingdom (equivalent to today's Minister of Internal Administration), Secretary of State of the Navy and Overseas Dominions, and Secretary of State of Foreign Affairs and War. Eventually another two post were created during the 18th and 19th centuries: Sec. St. of War (now separated), Sec. St. of Finanancial Affairs and Sec. St. of Ecclesiastical Affairs and Justice.
Usually, the most prominent post in Portuguese political life was that of Secretary of State of the Internal Affairs of the Kingdom (known sometimes as Minister of the Kingdom). Occasionally someone was chosen to the rare post of Minister Assistant to the Dispatch, a superior coordinator of all secretaries of state. This position can be equivalent to the post of Prime Minister, but was rarely used.
This major political figures before liberalism were removed since they didn't officially occupy the post of Prime Minister.
