[edit] "Confusing" template

I realize this is a "List of" but it makes too many assumptions about what the reader knows. I first thought this was about the U.S. city Cleveland, Ohio. Either the intro should briefly explain the following terms or there should be a Notes section with short explanations. Someone not familiar with the U.K. political structure should not have to click on 8 links to understand the basics:

  • Is Cleveland a county, a city, or something else?
  • parliamentary constituency
  • constituency
  • county council area
  • ceremonial county
  • borough constituency
  • county constituency
  • local government wards
  • Replace "current" with a date.

Also, this looks like a lot more than a "List of". Why isn't it just "Parliamentary constituencies in Cleveland, England"?
