The national flag was designed in 1821 by Fredrik Meltzer, a member of parliament (Storting). It symbolizes democracy and reflects Norway's close ties with Sweden and Denmark.

The counties and municipalities most often have a banner of their respective coats of arms as their flag. However they are seldom used. Most public buildings and private homes use the National flag.

Flag of the Sami. Regarded as official, and can be used in addition to or instead of the Norwegian flag on Norwegian flag days as well as the Sami flag days, and other occasions where the use of the flag is natural.
