In addition to its counties, Virginia has 39 independent cities (as of 2005). These cities are not part of any county, and their area and populations are not counted in the area or population of the counties that surround them. Since each city is a single entity, there is no separate county seat. However, several of Virginia's independent cities serve as the county seat of the county that surrounds them, even though they are not actually located within the county.
