- January 1: Belarus changed its name to "Byelorussian Soviet Socialist Republic" (Byelorussia)
- January 6: The Ukrainian Soviet Socialist Republic was declared.
- January 21: Ireland declared independence from the United Kingdom.
- January 22: By the Act Zluky, West Ukraine was incorporated into the Ukraine.
- January 23: Komancza was disestablished.
- February 27: Byelorussia and Soviet Lithuania united to form Litbel.
- March 21: Hungary changed its name to "Hungarian Soviet Republic"
- April 6: The Bavarian Soviet Republic was declared.
- April 19: Kars was dissolved and its territory given to Armenia.
- May 3: Bavaria fell to Germany.
- May 11: The Bessarabian Soviet Socialist Republic was proclaimed.
- June 5: Soviet Estonia was disestablished.
- June 16: The Slovak Soviet Republic was declared.
- June 23: Hungary changed its name to "Hungarian Soviet Socialist Federative Republic"
- July 7: Slovakia fell to Czechoslovakia.
- July 17: Finland changed its name to "Republic of Finland"
- August 2: Hungary changed its name to "Hungarian Democratic Republic"
- August 6: Hungary changed its name to "Hungary"
- August 19: Afghanistan declared independence from the United Kingdom.
- September 1: Litbel was dissolved and its territory went to Lithuania and Poland.
- September 10: German Austria became known as Austria.
- September 12: Carnaro was established.
- September: Bessarabia was occupied and abolished.
- December 12: Belarus was restored.

- German Austria - The Republic of German Austria was an independent state. On September 10 it was renamed the Republic of Austria (Austria).

- Hungary - The Hungarian Democratic Republic was an independent state. It became the Hungarian Soviet Republic on March 21. On June 23 it changed its name to the Hungarian Soviet Socialist Federative Republic. On August 2 it once again became the Hungarian Democratic Republic before being renamed Hungary on August 6. It was occupied by Rumania from August 4 to November 14.

Several short-lived breakaway states in the territory of the former Russian Empire were created in the wake of the Russian Civil War. (Those states which created a lasting independence and outlived the Civil War – namely Estonia, Finland, Latvia, Lithuania, Poland, and Russia itself – are listed under Independent states)
- Alash - The Alash Autonomy was an unrecognized state.
- Armenia - The Democratic Republic of Armenia was an independent state.
- Azerbaijan - The Azerbaijan Democratic Republic was an independent state.
- Belarus - The Belarusian People's Republic was a self-declared state within the former territory of Russia. On January 1, it became the Byelorussian Soviet Socialist Republic (Byelorussia). On February 27, it joined with Soviet Lithuania to form Litbel. On December 12, the Belarusian People's Republic was restored under Polish occupation.
- Bessarabia - The Bessarabian Soviet Socialist Republic was a self-proclaimed state which claimed to be the government in exile of Bessarabia. It was proclaimed on May 11 and disbanded in September.

- Don Cossack Republic - The Don Cossack Republic was a self-declared independent state in the territory of Russia.
- Estonia, Soviet - The Commune of the Working People of Estonia was a Bolshevik puppet government in opposition to Estonia. It was disestablished on June 5.
- Georgia - The Democratic Republic of Georgia was an independent state.
- Kuban - The Kuban People's Republic was a breakaway state.
- Latvia, Soviet - The Latvian Socialist Soviet Republic was a self-proclaimed state in opposition to Latvia.
- Litbel - The Lithuanian-Belorussian Soviet Socialist Republic was a self-declared state formed from the union of Soviet Lithuania and Byelorussia on February 27. By August 25, its territory had been lost to Poland and Lithuania, and on September 1 it was officially dissolved.
- Lithuania, Soviet - The Lithuanian Soviet Republic was a self-declared state in opposition to Lithuania. On February 27, it merged with Byelorussia to form Litbel.
- Mughan - The Mughan Soviet Republic was a self-declared state in opposition to Azerbaijan.
- North Caucasian Emirate - The North Caucasian Emirate was a self-declared state. It was established in September.
- Northern Caucasus - The Mountainous Republic of the Northern Caucasus was a self declared independent state.
- Russia, White - The Provisional All-Russian Government was a self-declared provisional government in opposition to Russia.
- Ukraine - The Ukrainian People's Republic was an independent state.
- Ukraine, Soviet - The Ukrainian Soviet Socialist Republic was an independent state declared in opposition to the Ukraine on January 6.

- Bavaria - The Bavarian Soviet Republic[6] was a self-declared independent state in rebellion against Germany from April 6 to May 3.
- Carnaro The Italian Regency of Carnaro was an unrecognized state which declared independence on September 12.
- Ireland - The Irish Republic was a self-declared state claiming to be independent of the United Kingdom from January 21 on. This claim was not internationally recognized.
- Kars - The Democratic Republic of South West Caucasus was a nominally independent self-declared provisional government which was occupied and dissolved by the British on April 19. Its territory was later given to Armenia.
- Komancza - The Komancza Republic was a self-declared state which sought to unite with West Ukraine. It was dissolved on January 23.
- Lemko-Rusyn - The Lemko-Rusyn Republic of Florynka was a self-declared state which sought to unite with Russia.
- Slovakia - The Slovak Soviet Republic declared independence from Czechoslovakia on June 16. It was reincorporated on July 7.
- Tibet - The Kingdom of Tibet was a state that was de facto independent of China.
- Ukraine, West The West Ukrainian National Republic was a self-declared independent state. It was incorporated into Ukraine on January 22.
