The Highland council area is covered by eight separate community council schemes, with each scheme covering the area of a former district of the Highland region. According to the Highland Council's concordat with community councils of November 2001,[22] the total number of community council areas is 152 and the former districts are areas used in a Highland Council decentralised management scheme developed in 1996, the same year that the statutory districts were abolished. That decentralisation scheme, however, was compromised by changes to ward boundaries in 1999 and was effectively scrapped when new wards and management structures were introduced in 2007.
