Smith also helped Hawkins and the Jericho Rangers expose Goetz's embezzlement of money from Jennings & Rall. He tells Hawkins that he wrote a Continuity of Government report in 1993 for Jennings & Rall that would explain the possibility of a nuclear attack of 25 American cities completely organized by one person. Smith claims[citation needed] that Jennings & Rall through their sponsorship of President Tomarchio, were behind the conspiracy and were the real perpetrators of the attacks.

In the episode "Sedition", all of Smith's claims are proven to be false. When Hawkins refuses to meet Smith with the bomb (over getting the bomb to Chavez in Texas), Smith sells him out to Major Beck as a terrorist. Because a secret tracking devices was placed inside the bomb, the A.S.A Army gets the bomb and ships it to Cheyenne for investigation. Smith calls Hawkins and reveals himself to be the true perpetrator behind the nuclear attacks. He claims[citation needed] that Jennings & Rall was corrupting the federal government for years and committed the attacks to destroy the company. He plans to get the bomb back from the Army and use it to destroy Cheyenne, the current headquarters of Jennings & Rall and the corrupt government. At the end of the series Smith impersonated a member of the men disguised as EMTs who were ordered to destroy the bomb, Cheung and Hawkins killed two of the guards and while distracted Smith killed the surviving guard and Cheung and badly wounded Hawkins. But before he could kill Hawkins, Jake arrived and he was shot in the shoulder and the side, forcing him to flee. His whereabouts are currently unknown.

[edit] John Goetz

John Goetz, portrayed by D.B. Sweeney, is the leader of a Ravenwood mercenary team. Jake and Eric first encounter Goetz at the Fillmore County Hospital in "Rogue River". Goetz and his men follow Jake and Eric back to Jericho, after finding Eric's ID (which he left behind in Rogue River), with the hope of forcing Jericho into surrendering supplies and fuel. In the next episode "Crossroads", Goetz and Jake face off on the bridge leading into town, with Goetz eventually capitulating and leading his men away with the ominous threat: "You know, things are gonna get back to normal someday. The government will put itself back together. They'll want to help all you get back on your feet. And you know who they're gonna send to help you? Me."[cite this quote] In "One If by Land" it is revealed that Ravenwood successfully attacked New Bern after leaving Jericho.

In Season Two he is sent back to Jericho by Valente, where he and his men engage in tyrannical acts against the town. In the season two episode "Oversight," Goetz is trying to cover up his embezzlement of $10,000 in government money from a currency exchange.[citation needed] Mimi Clark, who as an independent accountant discovered the monetary discrepancy, unknowingly holds the evidence, her own ledger.[citation needed] Goetz and his men go to the Richmond farm to recover the ledger, enter the house by force and get involved in a shootout, resulting in the death of Bonnie Richmond. Mimi is shot in the shoulder by a stray bullet.

Later that evening, in "Termination For Cause", Goetz and his men attempt to enter the medical center, which is under armed guard by Jericho rangers, with the obvious intention of killing Mimi. When she awakens after surgery, Mimi calls Trish Merrick to ask her to give the proof of Goetz's corruption to the Director of Operations for Ravenwood.

The next morning, while going to the outskirts of town to rendezvous with his reinforcements, Goetz is instead confronted by Trish and a Ravenwood official, who fires Goetz and disarms and redeploys his men. Goetz is left to walk back to town. Jake and the other Jericho rangers, who are hiding and watching the incident from nearby, approach Goetz and his remaining men, intending to arrest him and turn him over to Major Beck. After losing all his men in a brief shootout, he surrenders to the rangers. At the same time, a group of residents from New Bern, which has placed a bounty on Goetz, arrive and demand to take custody of him for crimes committed in that town. While members of the two towns are arguing on who keeps Goetz, a vengeful Stanley Richmond arrives and promptly shoots Goetz in the head, killing him. It is then evident[citation needed] that the Jericho rangers will face the consequences from Beck as a result of the killing. Later that morning, Goetz' body is discovered by Beck's soldiers hanging from a tree at an entrance to the town of New Bern.
