- Stinky Peterson-Stinky Peterson is a tall skinny boy with a large nose, a flat top hairstyle, and spiked wrist bracelets. He has a very strong southern accent, as he is from Arkansas. He is probably the poorest character in the show, and his family lives in a run-down house that looks like it belongs in a rural setting, but is in the middle of the city.

- Oskar Kokoshka - Oskar is a 38-year old Czech man who is prone to cheating, stealing, and gambling. Despite his laziness and generally helpless attitude, however, he has occasionally shown a more courageous and intelligent side. Everyone in the boarding house hates Oskar especially Grandpa Phil, who calls him a little weasel.
- Suzie Kokoshka - Susie is Oskar's long-suffering wife. She constantly yells and argues with her husband over his selfishness and numerous vices and has thrown him out (or threatened to) on more than one occasion. Hoewever, Suzie always takes him back in the end despite his flaws. For instance, she took back Oskar when he simply told her to "keep her money" and is always overjoyed when Oskar takes steps towards maturity, no matter how tiny they are. How she ever saw anything in Oskar is a mystery.
- Nancy and Baby Oskar - Nancy is Suzie's cousin and her baby was named Oskar, "before we knew YOUR Oskar".
- Ernie Potts - A short man with an even shorter temper though he is very friendly to Arnold. He operates a wrecking ball for a demolition company and is proud of the over 500 buildings he has demolished. In one episode, his love of demolition lead to a spat with Grandma when plans were made to demolish a historic theater. He has a metal plate in his head and of all the boarders, has the greatest dislike of Oskar. Looks and talks somewhat similar to Danny DeVito.
- Mr. Hyunh - An immigrant from Vietnam, he works in a Mexican restaurant named "El Patio". He also has a hidden talent of country-singing.
- Mai Hyunh - Mr. Hyunh's long-lost daughter.
- Mr. Smith - A mysterious boarder, no one has any idea who he is or what he does. He has all food sent to him via a dumbwaiter, leaves his door closed all the time and has cameras around the house. When he does step out, he wears a trenchcoat and fedora, completely obscuring his face. It is rumored that he works with the CIA. In one episode, Arnold and Gerald follow Mr. Smith around trying to find out his profession and it leads him to a building where everyone is dressed like Mr. Smith. He isn't mentioned again after the first season, leading to rumors that he may have moved out.

- Willie, the Jolly Olly ice cream man - Most often referred to as the "Jolly Olly ice cream man", Willie is the driver of an ice cream that is frequently seen driving around Arnold's town. Throughout the series, he has been depicted as unfriendly, deranged, depressed, and hated by his father (who happens to be his employer).

- Oskar Kokoschka is also the name of an Austrian painter.
- Ludwig and Wolfgang are the name of the two "bullies" in the show. The names come directly from arguably the two most famous composers of all time - Ludwig van Beethoven and Wolfgang Amadeus Mozart.
