Michael Westen Jeffrey Donovan Ex-Spy Michael Westen is a burned spy who is forced to work in Miami while figuring out who burned him. He had a relationship with Fiona Glenanne, but proved to be afraid of commitment. Above all else, he fears his neurotic mother who is entirely focused on Michael. He keeps up a good, friendly relationship with Sam Axe. As Season 1 closed Michael discovered who burned him, but before he could get any information out of him as to why he was taken out by a sniper. All Michael knows now is that somebody has "Big Plans for him".
Fiona Glenanne Gabrielle Anwar Former Irish Republican Army Operative Fiona ("Fi") is Michael's ex-girlfriend. She has an Irish accent, however since she's moved to Miami she has hidden it, "not wanting to sound like a freakin Leprechaun". Although in the past, Sam crossed her, she has apparently let go and is willing to work with him. Michael claims that Fiona is the closest he's ever gotten to a real relationship, but Michael was never able to commit. Fiona keeps up with Michael's mother, often using it as leverage to annoy Michael.
Madeline Westen Sharon Gless Widow and Mother Madeline Westen is Michael's mother. She doesn't fully know what Michael does, and constantly worries. She has a smoking habit, and is neurotic, constantly going to the doctor for different ailments she thinks she has. She thinks that Michael and his father are just alike, and that Michael was the one that would agitate him, Michael strongly disagrees. Madeline also keeps up with Fiona, often using her as a source of information for Michael.
Sam Axe Bruce Campbell Ex-Spy and Ex-Navy Seal Sam Axe is a man who has done a little bit of everything, and now does just about nothing. He drinks heavily and ogles different women. Sam prefers using computers to find files and information rather than searching through paper files or getting the information from people. Sam crossed Fiona in the past, however, they seemed to get over their differences quickly. Sam is informing on Michael to the FBI because his pension is being threatened, however, Sam is always careful to only give a certain amount of information.

Oleg George Tasudis Landlord Oleg is the landlord of Michael's apartment. After Michael cleared out the local drug dealer, Oleg saw an opportunity and asked for Michael's help. In exchange for four months of free rent, Michael helped out Oleg's waitress.

FBI Agents These agents have been charged with keeping track of Michael's actions. They are not told why they have to track him, nor do they care. They are also using Sam Axe as an informant, threatening his pension if he does not give them the information they want. As of the episode "Family Business", these agents are no longer on the case of Michael, having been replaced by a higher ranking agent.
Barry Paul Tei[2] Money Launderer Michael has used Barry multiple times as a go between to track down illegal art dealers, drug dealers, or to set up illegal bank accounts. Barry apparently knows about Michael's burn notice, but does not care.
Nate Westen Seth Peterson[3] Compulsive Gambler Nate Westen is Michael's gambling brother, who has a history of stealing and manipulating to fund his addiction. When Nate heard that Michael was back in town, he immediately tried to use him to get some money to pay off gambling debts. Although he has skills at reading the faces of others to predict what they will do, he is also impulsive and poor at planning ahead.
Jason Bly Alex Carter Apostolopoulos [4] CSS Agent Agent Bly is the higher-ranking agent replacing Agent Harris and Agent Lane. He was brought in simply to make Michael's life miserable until he gave up on his investigation into his burn notice. However, Michael fought back by using Barry, the Launderer, to make it look like Agent Bly was taking bribes from Michael. Bly had no choice but to give Michael what he wanted, his burn notice.
