In the pilot, Mitch has just been promoted to lieutenant. Mitch and his ex-wife Gayle have an argument about what's best for their son Hobie. Eddie Kramer is the top rookie in the rookie class of '89, and Shauni McClain is one of the last ones to qualify. Shauni starts off as a terrible lifeguard, but the experienced Jill teaches her how to become a good lifeguard.

In order to cheer Hobie up, Mitch and his old lifeguard friend Al, takes Hobie on a fishing trip. Then something happens and the boat sinks below the surface. Mitch and Al have to rescue the people on the boat. Disaster strike during the final rescue when Al gets trapped inside the wreck and dies. Baywatch arranges a funeral at sea for Al, with Mitch holding a speech.

Meanwhile, Craig rescues a girl named Laurie. She is crazy and follows Craig around the whole day. When Craig is about to close his tower, he is surprised to find Laurie in the tower. Just when another lifeguard approaches the tower, Laurie takes her clothes off and Craig doesn't know what to believe. Later at Mitch's party, Laurie tells Gina that she and Craig has had sex together. Later when Craig and Gina finds Laurie in a tower, she has been beaten up by someone. Laurie claims that her father is the guilty one. Therefore, Craig and Gina lets her spend the night in their house.

The next morning Craig pays Mrs. Harris a visit and finds out that Laurie's dad has been dead for ten years. Laurie has just been released from the hospital and Craig suddenly realize that Gina might be in danger. Craig finds Gina and Laurie under the pier where Laurie is trying to kill Gina with a knife. But Craig manages to talk her out of it.

Trevor Cole from Australia works as a lifeguard at the local beach club. Trevor thinks that he is the best and Mitch immediately dislikes him. During a rescue, Trevor rescues a woman instead of two boys who were closer to him. After that incident, Mitch makes it perfectly clear to Trevor that on Mitch's beach, you follow his rules. Even though Mitch doesn't like him, he tries to imitate him by climbing up a pipe using just arms and legs.

Notes

Richard Jaeckel who plays Al Gibson in this episode, later played Lt. Ben Edwards 1991-1994. Gina Hecht plays Gina Pomeroy in the pilot, but Holly Gagnier takes over the role in subsequent episodes. Nancy Valen who plays Haley in the pilot, later became a regular cast member in 1996 as Captain Samantha Thomas.

Brian Austin Green from "Beverly Hills 90210" has a small role as a boy on the beach in this episode. The characters listed as unknown are (1)Owen, a lifeguard, (2)Frightened Mother, (3)Chelsea Carol, (4)Female Lifeguard, (5)Peter Kelly, (6)James, a lifeguard.

"Baywatch: Panic At Malibu Pier" originally aired as a two-hour movie on NBC. When "Baywatch: Panic At Malibu Pier" aired, it was rated number six in the top ten programs of that week.

Gayle and Mitch continue to fight over Gayle's plan to take Hobie with her. A plane crashes into the water near the beach with the occupants, after they are rescued, looking to recover what they had with them. Captain Thorpe decides to join Eddie and Shaunie on their tower in order to teach them.

A man is found drowned off the beach and Jill suspects foul play is the reason. A man who helped Jill bring the victim ashore decides he wants to be a lifeguard as well even though he isn't qualified.

Craig and Gina contemplate having children when they are married but have second thoughts after meeting a couple while on a romantic weekend. Trevor discovers that his hardest competitor among the rookies is doped.

Eddie doesn't like Shauni's new boyfriend or the way he treats her when things don't go the way he wants. Also Hobie gets in trouble with a girl who likes him. Meanwhile, a man who organizes large parties on a boat becomes a problem for the lifeguards at Baywatch.

A proam beach volleyball tournament is being held in the area and Trevor tries to convince Jill to be his partner for the competition. Meanwhile, an exhibition geared to dum up interest in saving a local pier leads to an unfortunate accident.

An illegal offshore casino causes problems for Cort and some of his fellow lifeguards. Hobie thinks his English class is going to be a breeze when Mitch starts dating his teacher but soon learns otherwise.

This is a hilarious episode following two plot lines distinct and separate from each other. First, Mitch is training to outdue his female co-guard in a beach run, swim, and paddle race. To do this, Mitch undertakes a radical training regimen consisting of running, chugging raw eggs, push ups, sit ups, and swimming all while wearing a black speedo. All throughout Mitch's workout montage (yes, i said montage) Gardner the quad cop is eating donuts and other unhealthy snacks while to the tune of Right Said Fred's 'I'm too sexy'. During the actual contest between Mitch and Stephanie later in the episode, there is again a montage of Mitch running, swimming, and paddling his way through the competition. When he finally crosses the line and drops to the ground exhausted, the guard in charge of timing the contest reads out his scores for each of the three events. The times read are all slower than those of his female competitor. After hearing this news, Mitch remains laying on the sand with a look of sheer disbelief in his eyes. Shortly afterwards it is revealed that the times read by the timer were actually inaccurate and this was done only to play a joke on Mitch while the crowd was in on the joke. The episode ends with a freeze frame close up of Mitch's face immediately after he learns this fact.

While all of this is happening, the second plot is going on involving Matt and his hottie road racing blonde bombshell whose name remains unknown throughout the beginning of the episode and is only mentioned once when Matt sees it on a medical chart when visiting her in the hospital, where she ends up after attempting to challenge Hudson to a motorcycle race. During the race she gets run off the road and falls down a cliff with her bike tumbling into the ocean. Mitch and Garner come to her rescue and are unaware that Matt knows her. When he rushes to her injured body and starts reassuring her that things will be fine and stoking her head he initially gets some strange looks from Mitch and Garner. After she is taken to the hospital Matt becomes overridden with guilt surrounding the incident and begins to suspect foul play. He believes if he had been there the tragedy could have been averted. Based on his feelings of guilt he trades in his Harley for a street bike and goes to challenge Hudson to a race for pinks. While the challenge is happening, Mitch and Garner pull her crashed bike out of the ocean and notice a chain intertwined through the back tire which clearly indicates foul play. While they question whether the chain was from Hudson or from her bike it is obvious to the viewer that it can not have come from her bike due to the fact that it was not a bike chain, but rather a chain you might see used to tie up a vicious dog. Upon learning this fact, Mitch and Garner speed to the road the race is taking place on. Upon their arrival the crowd disperses believing it was a set up. Matt and Hudson take off and pull multiple wheelies and zigzag maneuvers down the course. After this has gone on for some time, and with Mitch and Garner chasing them down in the baywatch pick up, Hudson careens off the cliff. His bike tumbles and he comes to rest precariously positioned and begins losing his grip. Matt quickly turns around and returns to the scene while Mitch pulls up in the pick up. Matt is reluctant to help save Hudson, but Mitch quickly reminds him he is a lifeguard and that changes his mind. They repel down the cliff using the repelling gear on hand (how convenient) and rescue Hudson. He is then arrested for the foul play causing the other girls accident.

After this situation is resolved, you see Matt with the hottie on the beach. After her hospitalization she is only wearing an ankle cast. When she asks about going somewhere fancy for the date, Matt responds 'Name a place with a better view' and then continues on to beg her not to leave after she makes the announcement that she will be returning home. He had known her for two days.

A new lifeguard named Nelly Capshaw has been transferred to Baywatch from Huntington. She ask if she can work with Matt so that he can train her in basic procedures. In their tower, Neely comes on to Matt but he rejects her telling her about his relationship to C.J.later when Matt arrives to Neely's tower she is nowhere to be seen, so Matt is force to rescue a little girl in trouble.
