[edit] History
Between the years 1972 and 1973, the group METROLIMA elaborated the "Economic Technical Feasibility study and First draft of the System of Massive Rapid Transit of Passengers in the Lima-Callao Metropolitan Area", passed by the Peruvian government in 1974. Financing for the project was sought, but the economic crisis made it impossible for the investment of an estimated $317,000,000 USD.
In 1986 the Independent Authority of the Special Project of the Electrical System of Massive Transit of Lima and Callao was created by Supreme Decree N° 001-86 MIPRE and with force of Law N° 24565, which began with the implementation of the transport means and the construction and implementation of routes by the terms of the contract with the Tralima Partnership of the first section of Line 1, which was not put into operation until after the end of the century.
On August 15, 2001, the AATE sent the Metropolitan Municipality of Lima Decree of Urgency N° 058-2001. The Municipality then taking care of the order of the PYMES and the districtal community of Villa El Salvador, programmed the gratuitous Promotional Operation executed from July 11 of that year to September 2002, which became extended as of October to every week Monday through Friday from 07:00 to 14:00 (2:00pm.), and Saturdays, Sundays and holidays from 10:00 to 17:00 (5:00pm.). It has allowed simultaneously to carry out maintenance and adjustments to the system that to verify the demand of the public, and the education to the use of this system.
As of January 18, 2003 the conduction of uninterrupted form of commercial operation of the Urban Train, making in the Atocongo station the transference with lines of buses, that integrate all the city.
On March 21, the mayor of Lima, Luis Castañeda and the president Alejandro Toledo subscribed an Agreement of Wills in which the Central Government is committed to guarantee a credit of USD $120,000,000, that the Metropolitan Municipality of Lima has asked for to Spanish government (Credit FAD), which will be destined to finance the construction of section 2 of Line 1 of the Urban Train (from Atocongo to the Av. Grau).
The economic projections of the next years and the finalized studies have determined that the project is viable resorting to the private investor via Contract of Concession, and that it would allow that with the income to collect itself, the project in operative conditions extends until the Grau Ave. In effect, the Line 1 that goes by the Aviation Ave. would return sustanable allowing the concessionaire to pay the debt to be contracted by the culmination of the section until the Station Hospital 2 de Mayo, so that the investment does not constitute financial load for the State. This construction will be executed in a period of approximately 18.5 months and enter operation in 2006.
[edit] Presently
President Toledo emphasized that although the works were initiated during the government of the ex- president Alan García (1985-1990), they will be concluded by the Municipality of Lima with the endorsement of the Executive. The signature in the Agreement of Wills was made the day Thursday 2-17-05 at 7:15 a.m. in the Atocongo Station, located in the district of San Juan de Miraflores. As a symbolic act, Luis Castañeda and Alejandro Toledo arrived on board at this station on one of the cars of the Urban Train and soon approached Villa El Salvador again to make an inspection until the facilities of the Patio Factory in the district of Villa El Salvador.
[edit] Concession of Line 1
