Licuan-Baay is a 5th class municipality in the province of Abra, Philippines. According to the 2000 census, it has a population of 3,812 people in 723 households.

Tumalip has been dubbed "The Best Village in Town", and it is a fact that this is the wealthiest among all villages in Licuan-Baay. Others include theirs as in the same level of this village, but the fact is that Tumalip is much higher. In terms of education and sports, Tumalip still ranks #1. The Baay National High School and Baay Elementary School is both located here and draws lots of students from different villages and towns. It also has the highest percentage of literacy rate in the entire municipality. And about sports, Tumalip garnered most of the wins including the now semi-defunct AYO TA LICUAN-BAAY.

Previous corruptions has been done by the local government unit including the Sk. The municipal mayor resides in the village of Poblacion, the second best village in town. The vice mayor lives most of the time in Baguio City, although his roots are in the poor village of Bulbulala and people thought that his purposes were for personal motives (business) and not for the people. The councilors were scattered all around but 50% of them resides in the vast Tumalip village.
