This is a 1947 police mugshot of Cleveland family mobster James Licavoli as appearing in Rick Porrelo's "The Rise and Fall of the Cleveland Mafia: Corn Sugar and Blood ". I believe the photo, from the collections of the Municipal of the City of Cleveland, falls under fair use as a historically significant photo of a famous individual and used for informational purposes.
