[edit] Saint Petersburg

Currently the page title is almost accurate, as it only includes results from the Soviet years except for 1920–4 which should be Petrograd, I guess. (I don't yet have a source for results after 1985). Probably this should be moved to St. Petersburg City Chess Championship. The Soviet era results can either go into a separate section or everything can be lumped together with a note explaining the name changes St. Petersburg → Petrograd → Leningrad → St. Petersburg.
