Leim is an acronym for the Library of Emacs Input Methods.
This library is not an integral part of the Emacs system, and it is provided in the corresponding leim package.
Development of this module has been funded by the Japanese government, which retains the copyright on it. Since this library is essential for effective writing in many languages other than English, the Free Software Foundation made an exception to its legal policy, which requires an in-write copyright assignment for every piece of software that is to be included in the GNU project.
