[edit] Boundary changes
It was recognised in the act that the boundaries of the counties would need to be adjusted from those in use for earlier purposes. Accordingly, section 45 established a body styled the Boundary Commissioners for Scotland to form county electoral divisions, to simplify the boundaries of counties, burghs and parishes, so that (1) each burgh and county would be, if expedient, within a single county, (2) no part of a county would be detached therefrom, and (3) no part of a parish would be detached therefrom, and to arbitrate disputes between local authorities arising from boundary changes. All boundary changes made by the commissioners came into full effect on 15 May 1892. For most purposes, however, the bulk of the changes became effective a year earlier, on 15 May 1891.[1]
Subsequent to the commissioners' dissolution, the Secretary for Scotland had the power to vary boundaries on the application of a council.
Changes to county boundaries affected by the commissioners can be summarised as below.

Although in the county of Banff the parishes of Gamrie and Inverkeithny and parts of the parishes of Alvah and Rothiemay were represented under the Act on the council of the county of Aberdeen. The Commissioners transferred both the councillors and county council powers and responsibilities (which included highway and public health administration) to the council of the county of Banff.
Part of the parish of Cabrach and part of the parish of King Edward were transferred from the county of Aberdeen to the county of Banff. Also, the part of the parish of King Edward was disjoined from that parish and annexed to the parish of Alvah.
Part of the parish of Banchory-Ternan was transferred from the county of Aberdeen to the county of Kincardine.
Part of the parish of Gartly, part of the parish of Glass, part of the parish of New Machar, part of the parish of Old Deer and part of the parish of St Fergus were transferred from the county of Banff to the county of Aberdeen.
Part of the parish of Drumoak was transferred from the county of Kincardine to the county of Aberdeen.

Part of the parish of Alyth, part of the parish of Coupar-Angus, and part of the parish of Kettins were transferred form the county of Forfar to the county of Perth. The part of the parish of Kettins was also disjoined from that parish and annexed to the parish of Collace.
The parish of Fowlis-Easter, two parts of the parish of Caputh, and part of the parish of Liff Benvie and Invergowrie were transferred from the county of Perth to the county of Forfar. Also, the parts of the parish of Caputh were disjoined from that parish: one was annexed to the parish of Kinnettles and the other was annexed to the parish of Monifieth.

Part of the parish of Petty and two parts of the parish of Daviot and Dunlichty were transferred from the county of Nairn to the county of Inverness.

[edit] Water supply and sewerage
Part II of the Act reorganised water supply and sewerage services, previously the responsibility of regional councils. Three water authorities were established, each with a defined water area and sewerage area (which were not necessarily identical). The water and sewerage areas were defined in schedule 8, as follows:

The Act also established a Scottish Water and Sewerage Customers Council. The three water authorities were merged in 2002 to from Scottish Water.
