A Canadian Security Intelligence Service (CSIS) agent, Larry Lowe attracted attention during the Air India inquiry.
On June 4, 1985, Lowe and Lynn McAdams had trailed the bombing suspects Talwinder Singh Parmar and Surjan Singh Gill along with an unidentified man as they travelled to a Vancouver ferry terminal. This revelation led to controversy about possible knowledge of the plot by Canadian authorities.
