This article shouldn't focus on the computer graphics aspect of a Lambertian Surface. Lambertian surfaces have been used in scientific applications long before computers were doing graphics.

The explanation is totally misleading and even wrong. Lambertian surface can't block shadows! Lambertian surface simply reflects light equally distributed to all directions. It is perfectly diffuse surface. This means that it looks equally bright looking from different angles. It does not make "shadows stay at the same place". Whatever that means. A better example of lambertian surface is a piece of white paper. It looks the same no matter the angle you look it at. I think this article is now pretty much useless.
