Lacey E. Putney

Lacey E. Putney has been a member of the Virginia House of Delegates since 1962, representing Bedford, Virginia. He served as a Democrat until 1968, and since then has served as an independent.
As Chair of the Privileges and Elections Committee[1], Putney has blocked numerous electoral reform bills, including the National Popular Vote Interstate Compact[2] and bills to introduce Instant Runoff Voting on a test basis[3].
