La Bandera is a fictional character, a mutant in the Marvel Comics Universe. Her first appearance was in Wolverine vol. 2 #19.
[edit] Fictional character biography
La Bandera was a young mutant with the power to influence groups of people to do whatever she wills. Additionally, La Bandera could fire energy blasts from her staff, the potency of which was determined by the number of people she was "inspiring" at the time.
Wolverine encountered La Bandera in South America whilst he was tracking the Nazi war criminal Geist, and encouraged her and her people to revolt against Geist's oppression.
La Bandera was later reportedly slain by the killer of superhumans known as Zeitgeist.
She has a brief appearance at the end of What If vol 2 #47 What if Magneto took over the US (part 2 of 2). After the mutant resistance is crushed, she is recruited from a concentration camp by Wolverine to form the new X-Men.

She had the power to inspire action and courage in others, channel the energy generated by her emotional enhancements into plasma discharge beams.
