L. E. Emerson was The Colony of Newfoundland's Commissioner of Defence from 1939 until 1945. Commissioner Emerson was responsible for organizing laisons with the Canadian and American occupation forces during Newfoundland's "Friendly Invasion". Commissioner Emerson was also responsible for mustering The Newfoundland Regiment and organizing recruiting drives for colony's war effort.
