Kyle Swann (August 30, 1990), is an American actor. He is best known for his role as Billy Loomer on Ned's Declassified School Survival Guide.

He was also in the 1993 movie Dennis the Menace.

Kyle is a native Californian and has lived in Southern California since 1999. He began his acting career in an N*SYNC video and is best known for his role as Bully Loomer on Nickelodeon's "Ned's Declassified School Survival Guide". He has a passion for the ocean and marine inhabitants. As an intern at Reef Check Foundation California he is involved in coral reef education and preservation. Kyle is an avid photographer and scuba diver; his portfolio includes an array of underwater shots as well as those above the sea. Kyle is a high school Senior.

Kyle's two dogs are Indigo and Muffin.
