D. Kurt Tibbetts is the Leader of Government Business in the Cayman Islands. He was elected in the People's Progressive Movement victory in the 2005 elections, of which he is a founding member. He has represented the district of George Town in the Legislative Assembly of the Cayman Islands since 1992.

During 2000-2001 he served as Minister for Planning, and Communications and Works.

Tibbetts has owned and managed a printing business for over twenty years. Before becoming an elected representative, he participated in community service projects, distinguishing himself during his leadership of the Lions Club.

In 1984, he wed the former Shirley-Ann Watler. The couple have three children - Jacynth, Janelle and Jared.
