Though the picture is subject to copyright I (David A) feel it is covered by the U.S. fair use laws because:

• It is a low resolution movie (more specifically anime) screenshot.
• It does not limit the copyright owner's rights to sell the original anime or any adaptations thereof in any way;

• It illustrates a character of the anime series in question and aids in commentary on the plot.
