Elections of governors in Krasnodar Krai.

First election of Krasnodar governor took place in 1996. This happened in the series of Russian regional elections that went in 1996 – 1997. For many Russian Oblasts and Krais elections of governors occurred for the first time, and Krasnodar Krai was such a region.

Nikolai Yegorov and Nikolai Kondratenko were two main candidates. Yegorov represented Yeltsin’s administration and Kondratenko ran supported by anti-Yeltsin’s parties. The result of people’s voting was:

Mikhail Kurkov from Sochi was a candidate but withdrew in Kondratenko’s favour and Alexander Tkachyov from Vyselki also ran for a governor but withdrew in Yegorov’s favour. The election failed because electoral laws of Krasnodar Krai demanded participation of at least 50% of citizens who might vote. On the next day the local parliament tried to reduce the minimum from 50% to 25% that election would be finished. It looked strange to change the law post factum, but while results were not official it seemed to be legal. Anyway Yegorov vetoed the reducing and the parliament could pass the veto only some time later, when the first attempt of election was officially declared failed.

The second voting to elect a Krasnodar governor was fixed on the 22nd Dec 1996. It was obvious that Nikolai Kondratenko would participate again to become a governor, but Nikolai Yegorov who seemed to have no chance participated too. Results showed he really had had no chance: his loss was even worse than in October.

We see electoral activity grew however it did not reach the old mark of activity needed. Anyway a new mark of 25% was needed for that election, so it was declared successful.

[edit] Election of 2000

Although Kondratenko was highly popular in Krasnodar Krai he refused to participate in the new race for governor. His friends, colleagues and a lot of citizens of the Krai were trying to make him change his decision, but Kondratenko kept his intention to retire from governorship. On the 3rd Dec 2000 Alexander Tkachyov was elected the new governor. During the electoral race he was supported by Kondratenko and in the absence of serious rivals he (Tkachyov) won the election easily.

[edit] Election of 2004

The election should take place in Dec 2004, but Tkachyov and the local parliament fixed it on 14 Mar 2004, on the day of the Presidential election. The official reason was to save money, but really Tkachyov wanted to use Vladimir Putin’s popularity to go in a “couple”: President and governor. The result was excellent for Tkachyov. Neither he himself nor Kondratenko had ever got such a popularity in absolute numbers.

This was the last election of Kuban governor, and soon electoral system was removed by another one, when the presidents presents a candidate for governor and local legislature accepts the candidate or rejects him (her).
