It is my understanding that in the South they don't pay attention to the vowel lengths too much, though many of these distinctions are still marked in the dictionaries (but apparently they dropped some from even the dictionaries already). North Korean broadcasts seem to keep the vowel lengths very well, though it may just be because it's an official broacast.
