Sorry to remove the content from Osaka, but unfortunately we can't use any material that's copyrighted, and most stuff on websites is, unless it's in the public domain. - You're right that the visa information itself is not copyrighted, but if you want to use the exact wording from a copyrighted page like japan-guide, you're supposed to get permission from the website (see Wikipedia:Boilerplate request for permission for a form letter asking a copyright holder to grant us a license to use their work under terms of the GFDL).
