Kite Man is a fictional character, a supervillain in publications from DC Comics. The character first appeared in Batman vol. 1 #133 (August 1960), and was created by Bill Finger and Dick Sprang.

Charles "Chuck" Brown is a man who armed himself with kite weapons to be used to commit crimes. He flies with a big kite strapped to him. He also uses a barrage of kites to overwhelm his enemies. He ran afoul of Batman, Robin, Hawkman, and Hawkgirl on different occasions.
In Infinite Crisis, Joker reports that Brown was thrown off Wayne Tower without his kite by Deathstroke, after his refusal to join the new Secret Society of Super Villains.
Brown, however, survived his fall and reached some low rank in post-crisis Gotham City's underworld in the pages of 52. He is one of several criminals, including Mirage, beaten to death and eaten by Bruno "Ugly" Mannheim during Intergang's continuing rise to power in Gotham City and across the world outlined in that series. Far from his most humiliating defeat, Kite Man was once seen defeated by accident when, in the middle of a brawl, Batman drew his fist back to punch a nameless and comatose thug of Two-Face he deemed more of a threat. Kite Man was struck by Batman's fist and fell unconscious to the floor of Gotham Hospital, unnoticed by the Dark Knight.
