The original copyright is likely owned by the Pakistani government. Not being familiar with their copyright policies, I'm going to claim that the use of this image on Wikipedia counts under the fair use provisions of U.S. copyright law, on the grounds that it is transformative (a screen capture being used in a historical/encyclopedic context), is as low resolution required for its specific use on here, and is a historic, non-reproducible event.
