[edit] Problems with the definition
The current definition includes "... and to prescribe a course of action". This is not true. The job of the KPI is only to give information on the state (including trends) and cannot prescribe a course of corrective action. If your blood pressure is too high - you know it's too high and no more. The blood presure monitor doesn't tell the doctor how to bring the pressure down.

Any thoughts? Does a serious _quantitative_ approach to KPI date back to Kapln & Norton in 1992, or does it go further?
