Kevin Foster born Kevin Don Bates (born June 16, 1977) in Amarillo, Texas became notorious as the leader of the Lords of Chaos, a self-styled teen militia that operated in Fort Myers, Florida.On April 30, 1996 , Foster and members of Lords of Chaos murdered Riverdale High School band teacher Mark Schwebes. Foster was sentenced to death for the crime.

John Bates, Foster's father, abandoned the family while Foster was still an infant leaving his mother Ruby Catherine Albrittonen to raise him and his half-sister from his mother's first marriage to Ron Newberry, Kelly Denise Newberry, alone. This resulted in his mother having to move around a lot, first to Arizona, then to Montana and then back again to Amarillo where she married her fourth husband John Foster. (John Foster adopted Kevin when he was twelve, who changed his last name to Foster) After the marriage the family moved to Cuba, Missouri and then when Foster was eight to Fort Myers, Florida. Seven months later however, the family moved to Canyon, Texas.

It was on the outskirts of Canyon that Foster, first started to idolize outlaws such as Billy the Kid, Frank and Jesse James. This could be seen as a premonition of his later idols Randy Weaver, David Koresh and Timothy McVeigh. He would also later claim that a relative told him that he was related to Quanah Parker the last chief of the Quahadi Comanche. When Kevin was a teenager the family once again moved back to Fort Myers, Florida, this time for good.

As Kevin Foster grew up he became increasingly erratic. Schoolmates at Riverdale High School began calling him " Psycho" not only because of the way he acted, but also because he shared a birth name with Norman Bates (a fact he reveled in, even placing a Bates Motel vacancy sign on his wall). By this time he had also grown to 6’3” 150 pounds.

During his freshman year at Riverdale Kevin Foster met Pete Magnotti who would latter go on to become his right hand man in the Lords of Chaos. Also during his freshman year a student wrote in Foster's yearbook jokingly, “Please don’t kill anyone this summer, because I hear its pretty bad in prison”.[1]

On June 17, 1998 Foster was sentenced to death for the murder of Mark Schwebes. As of 2008 he remains on Death Row awaiting execution.
