He also serves as Treasurer, Minister Assisting the Premier in Economic Development, Minister for Police and Minister for Federal/State Relations. He represents the electorate of Port Adelaide in the House of Assembly. The 2006 state election saw Foley receive a swing of 4.0% resulting in a margin of 25.7%.

Before entering state Parliament, Foley worked for the Australian Trade Commission, Cadbury Schweppes, Boral Limited and steel distribution company Australian National Industries. Foley then went on to become a Senior Advisor and Chief of Staff to former Premier Lynn Arnold.
