The elite sniper Eito Kurosaki (黒崎英斗) aka "Afghan Hound" is sent after the exiled Kerberos Koichi Todome (都々目紅一) who led the Kerberos Uprising. The once brothers in arms are now deadly enemies.

Kerberos Saga Rainy Dogs is the follow-up of the 1988~2000, 2-volume manga series Kerberos Panzer Cop, written by Mamoru Oshii and illustrated by Kamui Fujiwara. The first volume was released in the United States, Canada, Germany and the United Kingdom as Hellhounds: Panzer Cops.
