Kelly Rupp

Kelly Rogers-Rupp (born 1962) was the first woman mayor of Minco, Oklahoma and publisher of The Minco Millennium.

Rupp graduated from Kickapoo High School in Springfield, Missouri. She received her bachelor's and master's degrees from Pittsburg State University.[1]

Rupp has taught English since 1991 at Redlands Community College in El Reno, Oklahoma.[1]
