KDEV, channel 33, in Cheyenne, Wyoming, is owned by Equity Media Holdings and is an affiliate of the Retro Television Network.

On August 28, 1987, KDEV signed on as KKTU, broadcasting as a satellite of Casper's KTWO-TV.

On September 1, 2003, NBC moved their affiliation in Casper from KTWO to KCWY. Although KTWO temporarily became an independent station at that time in order to wait for the expiration of KFNB's ABC affiliation, KKTU was able to immediately switch from NBC to ABC. At that time, channel 33 began branding itself as ABC 8, after its position on the Cheyenne cable system. KKTU changed its calls to KDEV in 2005, with plans on expanding to the nearby Denver market. While the analog transmitter for KDEV is located just west of Cheyenne, WY, the digital transmitter is located approximately 50 miles (80 km) south of Cheyenne just outside Fort Collins, CO.

On May 31, 2006, KTWO was sold by Equity Broadcasting Company to Silverton Media, headed by Barry Silverton. However, Equity kept KDEV, though they allowed KTWO to operate it.

KTWO later moved ABC in Cheyenne to a low-powered repeater, KKTU-LP channel 40. As a result, KDEV replaced ABC with programming from Equity's classic television network, the Retro Television Network.

Observed to have changed affiliation to ABC on June 8, 2008 on Digital Channel 11.1 and adding Retro Television Network on Channel 11.2 Also is showing ABC 8 as it's on-air graphics as referring to KDEV's position on the local cable lineup in Cheyenne, Wyoming.
