KCWV Channel 27 is a future TV station in Duluth, Minnesota. The FCC granted George S. Flinn, III a construction permit for the digital-only station on December 6, 2006, which expires on December 6, 2009. The construction permit calls for the station to broadcast from the WDIO-TV tower on Duluth's Observation Hill, though no other link between KCWV and WDIO has been announced.
Flinn is a Memphis businessman who, until 2007, owned ION Television affiliates WPXX-TV in Memphis and WPXL in New Orleans.
Though the station's callsign may suggest an affiliation with The CW Television Network, no announcements have been made about KCWV's programming. The CW+ is currently seen on KDLH-DT2, which is unable to broadcast in high definition because it is a subchannel of the market's CBS affiliate.
Since KCWV will be licensed as a full-power station, it will be able to mandate carriage on cable and satellite systems in the Duluth-Superior market.
