KCEL signed on as 106.9 K-Cell with a variety format, intensive to Jazz, Country (music), and Oldies, but had many different specialty shows hosted locally in California City, California, including Rock music on Wednesday nights. In September 2003, KCEL changed programming formats to Oldies for a short time before being sold to High Desert Broadcasting, at which point the format and changed programming format to its current Regional Mexican format, targeting the Antelope Valley.
