Kazuki Fuse (ヒューズ和樹 Fuse Kazuki) is a fictional character from the movie entitled Jin-Roh: The Wolf Brigade. He is also the story's main character and protagonist.

Jin-Roh takes places in an alternate, Post-WWII Japan based on Mamoru Oshii's vision. Japan has been invaded by Nazis who vanish ten years later, leaving behind a legacy of chaos. A group of guerrilla revolutionaries known as The Sect, conduct various terrorist activities, most notably their use of young girls known as Little Red Riding Hoods, or simply "Red Riding Hoods," as suicide bombers. These guerrillas are kept under control by the government's counter-terrorist group - The Capitol Police's (CAPO) Special Unit. These are highly trained officers who wear full body armor called Protect-Gears and usually wield MG42 machine guns. One of these special unit officers from 1st Assault Platoon - Panzer Cops encounters a "Red Riding Hood." He has a clear opening to fire but since the girl is unarmed he feels reluctant to shoot. The young girl then detonates her bomb as one of his fellow officers leaps to his rescue, tackling Fuse down and preventing anything more serious than bruising and a concussion. Having witnessed the girl commit suicide, he is plagued by visions of her death. Fuse then goes on a search to find out who she is, only to find a girl who looks nearly identical to her and also claims to be the dead girl's sister. The two seem to be very fond of one another despite the fact that both of them are hiding their own little secrets.

Constable Kazuki Fuse is a member of the Caplital Police's (CAPO) (首都圏治安警察機構, Shutoken chian keisatsu kikoh) Special Unit known as the Panzer Cops. He is first introduced in the beginning of the movie as he encounters a "Red Riding Hood." Gun drawn, he finds himself unable pull the trigger. Nanami, cornered, pulls the pin on the bomb and detonates it in front of Kazuki. A member of Kazuki's squad tackled him into the sewer water to avoid a more serious injury. He came out of the situation with a few bruises and a slight concussion. His most prominent after-effects are his frequent thoughts and visions about the dead girl. Since he did not fire, he was brought before the National Public Safety Commission to determine why he did not take the shot. Due to this fact, he is seen as a scapegoat and was sent back to the academy for retraining where he shows his skills. Plagued by these re-plays of the events of that day, Kazuki seems urged to find out the girl's true identity, later revealed to be Nanami Agawa. His search brings him to the girl's gravesite where he find another young lady who is seemingly mourning her death. The girl, later revealed as Kei Amemiya, informs him "that there is nothing that the special forces can do to her now." Kazuki and Kei leave Nanami's gravesite and walked alongside a river.

After a brief conversation, where she reveals she's the dead girl's elder sister, Kei gives Kazuki and book entitled "Rotkäppchen." This book is a darker, more horrific tale of Little Red Riding Hood in which a girl is deceived by a wolf, much like the children story counterpart, into eating her mother's flesh and drinking her mother's blood. Kazuki takes the book with him and reads it. This concept of the Brothers Grimm version of the story becomes a major influence of the story as Kei and Kazuki (comes in later) tell the gruesome tale as their story of love, affection, and deception unfolds. Kazuki is metaphorically the wolf and Kei is Red Riding Hood which explains their destiny. The two go on dates and seemingly have a good time. Kei and Kazuki grow closer and closer to each other throughout the story. Kazuki has nightmares about the incident in the sewers where he didn't shoot and watches the little girl morph into a fleeing Kei who has been caught and devoured by a pack of wolves (also a hint to the Brothers Grimm adaptation of Little Red Riding Hood).

It was later revealed that Kei Amemiya was in fact not Nanami Agawa's sister but a former "Red Riding Hood" and a honey trap acting under the orders of the Panzer Cops's rivial division, Public Security (首都警公安部, shutokei kohan-tai). A trap is then set up and Kei called Kazuki. She informs him that strange men are following her. Kazuki sneaks into the place Kei is at, taking out a few Public Security agents along the way. He seizes Kei and the two make their escape. They eventually throw off their enemies and make their way to a closed amusement park, the same one they were at earlier in the movie on a date. There it was depicted that the two had more than just a friend relationship but actually loved each other. Kei wanted to leave Japan with Kazuki to start a new life but he declined, saying "...I still have somethings I must take care of." They made their way to the sewers where Kazuki and Ken meet up with other special unit members who give him a full set of Protect-Gear, led by Hachiro Tobe. Kei finds out that Kazuki knew everything from the beginning and allowed everything to happen. Before he leaves to face the Public Security agents, she screams and weeps, telling him that she wanted to be together with him in death and that she wanted a place in his heart. Kazuki wielded the standard MG42 as he battled the members of the Public Security, killing all that he came across. He comes across his academy mate, Atsushi Henmi, whom he also viciously kills.

After a job complete, Hachiro informed Kazuki that the only way to ensure that Kei stays alive for the special unit's cause is for her to die. Kei rushes into Kazuki's arms and begins to recite lines from "Rotkäppchen" while weeping. Kazuki's face begins to distort because he knows what he must do, kill his love. He aimed his gun at her stomach and pulled trigger. Her body fell lifeless to the ground. Kazuki fulfilled the role of the wolf by killing Red Riding Hood, who in this case was Kei.
