Kazakhstan Super League 2004 was the 13th edition of Kazakhstan Premier League.[1]

It was decided to have 19 teams in league instead of 17.
So, two teams from the Kazakhstan First Division were promoted at the end of last season:
No team was relegated

At the start of season:
FC Yelimay became FC Semey,
FC Batys became FC Akzhayik,
FC Esil Kokshetau became FC Okzhetpes,
FC Tsesna became FC Almaty,
FC Yassi became FC Yassi Sairam

- Only Kairat would be able to comply with UEFA regulations and book a place in a european cup
- For financial reasons only Almaty would be able to afford to stay in league for next season
- 3 points were deducted from Zhenis, due to a violation of transfer rules.
- Okzhetpes was penalized with a technical loss (0-3), because of playing a non-listed player.
- Akzhayik was penalized with two technical losses, because of not paying player salaries
- Kaisar was penalized with ten technical losses, because of leaving the match unfinished.
