This image shows the KDE-Women-mascot Katie. The author of this work is Agnieszka Czajkowska (also known as Aga_C).
It is taken from http://www.kde.org/stuff/clipart.php. An archived higher-resolution version of the image is available.
It is not absolutely clear under which license this image is distributed but I assume that it is the same as the official logo (LGPL).
