1. it is a low resolution copy of the original and it has been further reduced by 50% by me;
2. the image is significant because it is am important historical document of great interest in the Kashmir dispute.
3. the image is not available in the public domain.
4. the image being used only in two wikipedia pages Kashmir region and History of Jammu and Kashmir and is being used only for educational reasons and not for profit;
