The whole county is considered part of Chicagoland for census purposes. It is easier to add up county populations, even if not all of the county is urbanized. (It can be misleading, I agree). If you have a source that says how much of the southern part of Kankakee's economic activity is attributable to Watseka (pop. 5,670) compared to Chicago (pop. 2,842,518), please restore the claim and add the source. Otherwise, perhaps a statement focusing on the low population density (with a source) would be the best way to convey the rural nature of southern Kankakee county. Thanks.
