Use of the image in the Wikipedia article Jyllands-Posten Muhammad cartoons controversy is believed to qualify as fair use since:

1. It is not of sufficient resolution to facilitate easy reading of the article
2. It is a single page, not part of a systematic mirror of Jyllands-Posten's articles or images, and thus should not significantly inhibit Jyllands-Posten from selling their content.
