Justin Harper (born February 24, 1985) is an American football wide receiver. He was drafted by the Baltimore Ravens in the seventh round of the 2008 NFL Draft. He played college football for the Virginia Tech Hokies. He has a daughter named Jaidyn La'net Harper. He was raised by his grandmother, Oddie Bele Harper, in Catawba, North Carolina. He has four brothers and two sisters. His brother, Timothy Harper, plays basketball for Montreat College in Montreat, North Carolina. His cousin, Edward Holbrook, attends college at the University of North Carolina at Charlotte.

Harper played football at Bandys High School. After graduating, he attended Hargrave Military Academy. He then was recruited by Virginia Tech.
