Replaceable?	It is almost impossible to take pictures of judges of the High Court. Taking photographs in court is illegal and punishable by fines, and judges by convention do not appear in public due to restrictions on them talking to the media, etc and traditional non-comment on public matters. Personal invitiations would be limited to specific groups and even then photographs would not be permitted. The official photo is the nearest that is available to members of the public. The image can therefore be deemed non-replaceable.
Other information	Use of this photo, given it is an official government photo, will not financially disadvantage the Commonwealth of Australia.
