Though the picture is subject to copyright I (Peregrinefisher) feel it is covered by the U.S. fair use laws because:

it is a low resolution still of a television episode;
it does not limit the copyright owners rights to sell the episode in any way;
it illustrates the show in question, and aids in commentary on it.
The copyright is most likely held by NBC.
