Hello Julian!
Because I also wrote something about SmackBot on User talk:Rich Farmbrough, I noticed your message about the Tags (computer program) article. Thus, I was curious and astonished about a Bot deciding over notability. Because Rich Farmbrough hasn't yet answered your question, I now just want to inform you that is was not SmackBot but actually User:Cap'n Walker who thought that the article may lack of notability. SmackBot only added a date to the notability box. You can see this by looking at the history of your new article.
By the way, welcome in the English wikipedia – I'm also quite new here.
