Juan Rafael Elvira Quesada

Juan Rafael Elvira Quesada (born April 11, 1956 in Mexico City). Mexican politician and engineer. Member of the National Action Party. Currently Secretary of Environment and Natural Resources.

Holds a BSc in Agricultural Engineering at the National University of Mexico, an MA in Agricultural Engineering and Agricultural Mechanization at the Cranfield Institute of Technology in Bedfordshire, England.

He has occupied the following posts:

  • President of the Barranca del Cupatitzio National Park Trust (1997-1998).
  • Mayor of Uruapan, Michoacán (1999-2001).
  • PROFEPA delegate in the state of Michoacán (2001-2003).
  • Director General of the Primary Sector and Renewable Natural Resources (2003-2004).
  • Under Secretary for Environmental Promotion and Regulations of SEMARNAT (2004-2005).
  • Since July 2005, he has been Assistant Attorney for Industrial Inspection at the Federal Attorney' Office of Environmental Protection.
  • Since December 1, 2006, Mexican President-elect Felipe Calderón named Mr. Elvira Quesada Secretary of Environment and Natural Resources.
