Josiah's father's name was Return Meigs, who was a hatter in Middletown, Connecticut. Josiah was the youngest brother of Colonel Return J. Meigs, Sr., who served with great distinction in the Revolutionary War. Josiah was the uncle of Return J. Meigs, Jr., who was the Senator and Governor of Ohio.
